Its that time of year again - time to discuss rule changes/improvements to the NSC rules. I know its hard to improve upon the
Best Scouting Rules in the Nation!!
but we'll try.
Please provide your feedback here.

Is there a way to help people understand what a lighten wheel looks like?

I think pictures would help immensely. Not just on wheel rules but on several different topics.
I'd be interested in how many are now exclusively viewing the rules on line versus printed. If most are online, that opens up a lot of possibilities.

There were several people who I believe didn't know what the had bought off the internet.and most of those wheels looked as if they were cut by the same person.

Are we planning to add a clarification that clear wheel windguards/shields are allowed?

Yes, yes, and yes.
Photos will be a major add this next year.
If possible we will also add some videos on how to build the cars to the rules.
Do we mention the "acceptable wheels" by vendor or just use the photos to demonstrate what is not allowed?
My issue with doing "acceptable wheels" is then we have to start listing all the legal parts, axles, weights, fenders, wheel windshields, lubes, and so on.

I think just measurements and good clear do's and dont's and look BEFORE you buy wheels. I truly believe some had no idea about the lightening of the wheels.

I've heard rumors that Webelos II, having been removed/renamed in the new program, might not be part of the 2016 race. It sounds a bit like silly guesswork to me, but I'll ask anyway. Will we continue to have a Webelos II/AoL race?

Yes. Based on the current rules: 1.1 1.1 In order to race at the council championship, the youth must satisfy one of the two membership requirements. - Registered as a Cub Scout at some point since January 1st, 2016 - 5th Grade Cub Scout who bridged (joined) Boy Scouts since September 1st, 2015.
I would like to ADD an OPEN Adult, OPEN Sibling, and an OPEN Youth Scout Division after the Webelos I and Webelos II races.
By OPEN Youth Scout I mean any registered youth scout - even the ones outside of Northern Star Council. I got several inquiries from people who would like to race.
Based on numbers in the additional divisions we will set up two schedules for the 3 groups. Trophies for 1st-5th
