TNR (Shawn) and I have been building his PWD Car for the Pack Race. Typical men, we just looked at the rules. We are a tad bit perplexed. Rules 9. Axles cannot be grooved, or otherwise altered beyond light sanding to remove any burrs. 10. The head of the nail must be viewable for inspection. The axles (nails) may be polished, grooved and stamping imperfections removed but the shape and size of the head may not be altered.

I say polish and groove. The rules contradict each other...
Curious, I wonder where they think the head could be that they need a rule that says the head of the nail must be viewable for inspection???

It is possible that #9 is directed at the axle shaft itself. Then #10 "may" be saying the head can have a K-groove in it? Either way it's not clear and I would groove the axle and put a K-groove in any bent axle heads.

Nonsenical Cub Scout PWD rules are often found where they don't make a big deal out of the race and some volunteer puts absolutely minimum time into it. I wouldn't be surprised if what you have is a botched update and I would expect just as poor of a job on the inspection - unfortunately making it mostly the discretion of the inspector !
How do these rules compare to your District or Council rules ? I would follow those rules for anything that was 'cloudy' in the Pack rules.
[My boys once took 1st, 2nd and 3rd in our poorly run Council race when 2 of their cars were extended wheelbase and the "rules" stated no change to the original WB. Inspection that day was by weight only.]

Last year, they changed the rules between the district and council races. They changed to using slots for council. The pack and district rules allowed extended wheelbase cars. This is Shawn's last year. He has never won council. Last year he did not race because of the track type and condition. We stayed and watched the race. The first place car never won a race. They had everything screwed up. After they handed out the trophies, I told them about the issue. Afterward, they had to hand out another set of trophies to another set of boys who actually placed at the races. They would not allow me to manage the program despite repeated offers. The years before, Shawn just got smoked by dad builds with one gram wheels, etc. Some of these Dads should have been raciing in the Pros. The builds were just that good. Shawn still had fun and that is what counts. The kid can paint! He will be entering cars at Mid-America in Scout and Pros. Last year, we put a bunch of work into his Pro Car. We took a gamble and the design did not work. Murph

There probably should be a period at the end of "The axels (nails) may be polished." A new sentence should read "Grooved and stamping imperfections may be removed but the shape and size of the head may not be altered." I think that is the intent of the rule, but it is poorly worded as stated in rule 10.

Having the nail head visible eliminates the option of using hub-cap stickers.
Most people tell me that they are used to provide a space for extra graphite.
I have seen them used to hide needle axles that were similar to what is available today - full size shaft except at the end....

Mr. Slick has done a great job here in Minnesota working with the council to develop rules and we just applied them to the other races as well. Our pack, district, and council race all use the same rules, it really eliminates the confusion.
