Center Rail Clearance- No less than 1 3/4 inches minimum Is that going to be from inside of wheel to the inside of wheel or the width of the block?

Should be wheel to wheel. 1.75" is also standard block width.
Many cut in about 1/16" on the front dominate wheel side just to allow less room to wander.

The 1 3/4" rule is the underside width clearance, not necessarily just the wheel to wheel, wheel to peg clearance. PWDR uses the Lisano Enterprises Check Fixture with a custom center piece that is 1/4" tall and 1 3/4" wide. As long as the car clears the fixture, you are good to go. So if anything else hangs below the car body, like fenders, make sure there is still 1 3/4 between them or the car will not pass inspection. Lucky 13
