This rule is just to help keep the wheels as they come from the kits - no modifications by adding of material. Hope this helps, Scott

Wasn't there also a clarification somewhere that said you could add a drop of nail polish or something like that to the under side of the tread to balance it, but you could not remove any of the under side of the tread to balance the wheel?
Correct me if I'm wrong.
